Key deliverables and outputs

Tactical Sourcing execution in area of responsibility or business unit
•Execute the tactical sourcing strategy and implement the relevant policies and procedures for cost effective and efficient tactical sourcing and supplier management.
•Implement tactics to continuously improve the Procure-to-Pay process in order to improve operating efficiency and effectiveness. Ensure that business delivery turn-around times are met in line with the agreed service level agreement with the business.
•Ensure that the Tactical Sourcing team utilize existing contracts already concluded by the Strategic Sourcing team to ensure realization of the savings negotiated.
•Clarify needs and specifications with internal and external stakeholders
•Enable the transformation agenda by incorporating and implementing ESD strategy during the tactical sourcing activities, by using B-BBEE compliant suppliers for day-to-day fulfilment of business requirements, and by supporting local socio-economic transformation objectives.
•Improve business partnering to improve service delivery and Service Level Agreement compliance.
•Identify opportunities to leverage economies of scale and develop proposals and recommendations for consideration.
•Keep up to date with market conditions in order to contribute to competitive sourcing strategies.
•Ensure compliance by Procurement Officers to existing supplier agreements.
•Conduct negotiation with suppliers for the acquisition of goods and services at competitive price
•Address all day-to-day procurement issues relating with Tactical Sourcing
Optimise Day to day sourcing efficiencies in area of responsibility
•Day-to-day responsibility of managing fulfilment of business requirements through procurement of goods and services and for resolving day-to-day buying issues
•Engage end-user to clarify business requirements in line with the received Purchase Requisition (PR).
•Execute the purchase source channel for the PR received in terms of existing contracts, catalogues, source list, framework order and preferred supplier lists.
•Expedite the process and procure direct from the supply market by requesting quotations from suppliers through a bidding process
•Manage Purchase Order (PO) creation in the system and workflow for approval and subsequent issue to awarded suppliers
•Execute the Procure-to-Pay process
•Build end-user relationship and conduct regular engagements with end-users and stakeholders to determine service delivery gaps and subsequent development of relevant solution interventions.
•Continuously identify wasteful activities and non-value adding activities and implement improvement solutions.
•Ensure that all open overdue PO’s are closed.
Financial Targets
•Achieve savings, supply efficiency, quality, and process improvements in the area of responsibility.
•Identify saving opportunities and initiate individual projects and initiatives
•Contribute to the achievement of the agreed financial targets for the tactical sourcing function
•Implement Benefits tracking & monitoring
•Track and report on cost reduction savings.
•Contribute to the budgeting process by providing base prices for various goods & services required by the business.
Contract and supplier management in area of responsibility
•Conduct supply market search to identify suppliers suitable to meet business requirements.
•Manage contracts with tactical sourcing providers and implement Contract compliance monitoring.
•Negotiate the best quality, delivery and price and compile value-creation reports demonstrating cost savings.
•Monitor volume thresholds/economies of scale to support negotiation leverage on price.
•Manage supplier performance and risk to ensure delivery on SLAs
•Build and maintain mutually beneficial relationships with operational and functional management and their suppliers.
•Analyse and report on supplier trends to ensure relevance and market intelligence to the business.

Reporting, Risk, Ethics and Compliance
•Ensure that the legal, regulatory and policy requirements and complied with by the business and its suppliers.
•Remove potential barriers to the successful implementation of tactical sourcing.
•Contribute to the risk register and report on supplier management risks.
•Manage risks that may arise through the operation of the contract and implement financial and operational controls.
•Mmaintain internal tactical sourcing / supplier management documentation in area of responsibility.
Team performance and continuous improvement
•Ensure that the tactical sourcing team has the requisite skills and experience.
•Manage the team in line with the business Integrated Employee Value Model and drive a culture of continuous improvement, innovation and collaboration with other parts of the business.
•Develop commitment and a culture of ethical behavior and practices.



•Tertiary qualification in procurement or related field such as Diploma in Procurement/ Transport Management/Supply Chain Management or Logistics/ Engineering/ Finance/Business and other relevant qualification
•5 – 7 years in procurement / strategic sourcing / inventory management in the industry/area of responsibility
•Proven track record of supplier relations management
•Established networks within the relevant industry
•Engaging at senior management level

•Relevant degree such as BCom Commerce / Law / Engineering / Supply Chain Management/Transport & Logistics and other relevant degrees
•Chartered Institute for Procurement and Supply (CIPS) membership and/or accreditation (MCIPS preferably) - CIPS Global Standard - Management Level
•Proven track record of working within cross-functional teams, while successfully delivering on benefits and capability building agenda
•Deep knowledge of sourcing networks within the allocated Industry and business unit
•Well versed in B-BBEE codes, supplier management requirements and tender processes
•Knowledge of sourcing and supply chain management best practices and risks in allocated business unit such as counterfeiting, bribery and corruption, disruptive technologies, cyber attack
•Sound understanding of business and transport related legal and regulatory aspects governing the business unit i.e National Road Traffic Act, OHAS, Sustainability and Environmental Affairs Act, B-BBEE Act
•Basic financial and commercial acumen
•Basic understanding of techniques for stakeholder mapping, value stream analysis, cost modelling, network optimisation modelling
•Excellent written and oral communication skills to influence, persuade and convince at all levels in the allocated category
•Strong negotiation skills
•Highly developed interpersonal skills to collaborate, network and build relationships across multiple functions, regions and cultures
•Well-developed EQ skills and sensitivity to diversity to deal with conflict
•Ability to interpret numerical information and do cost/price and Total Cost of Ownership Analyses
•Analytical thinking skills to analyse and diagnose requirements, assess potential and risks associated with supplier and market changes, interpret data, and solve problem through sound judgments
•Ability to manage multiple tasks and priorities and drive tasks to completion in a fixed time-frame through effective time management, planning and organisation skills;
•Computer, technology and systems skills i.e. ERP inventory / stock management software
