Chief Information Officer

Lead the ICT department on an ongoing basis:
Provide ICT support across all units;
Manage the institutional hardware, software and data;
Research new technologies;
Strategize how technology can provide business value; and
Address the risks associated with ICT.

Strategic alignment and budget control:
Develop the ICT strategy and operational plans;
Ensure that the needs of business as formulated during strategic and operational planning are addressed in the IT operational plans and that execution of activities are executed within budget; and
Measure performance against ICT targeted objectives and to ensure that expenditure patters are contained within budget parameters.

Ensure proper ICT Governance through application of the ICT governance framework and ICT policies and procedures:
Update the ICT policies and procedures;
Attend and Support ICT Governance Committee meetings;
Draft new procedures and update existing procedures related to ICT manual and effect the execution of the establishment of artifacts required for implementation;

Hold at least 4 IT Steering Committee meetings per annum.

Oversee that an effective and efficient IT Helpdesk support services is rendered:
Conduct 2 IT Helpdesk customer satisfaction surveys per annum;
IT Helpdesk calls, PC, Photocopier and Printer issues are responded to within a reasonable time; and
Ensure 2 “Chalk and Talk” sessions are conducted with staff during the year.

Oversee that effective and efficient Network Administration support services is rendered:
Ensure that the required IT infrastructure (HOT SITE) is established to support the Disaster Recovery policies and procedures; and
Oversee the Virtualisation of infrastructure.

Oversee the development of Enterprise Software Solutions:
Develop quarterly and annual financial returns as well as Auditor Approval questionnaires and reports;
Business analysis, feasibility studies and design and development of various software applications; and
Publish, update, design and maintain the website, content, social networking systems and related portals.

Participate in various committees established within the organisation:
Render technical advice in Monthly Risk Management Committee and Tender Committee meetings when required;
Hold regular IT Steering Committee meetings; and
Conduct monthly project management meetings and feedback sessions on performance of activities with ICT and Resource Centre.

Customers:
Build and maintain a relationship with all divisions to create a conducive working environment within key deadlines;
Liaise with external clients to ensure end-user satisfaction on an ongoing basis;
Manage subordinates on an ongoing basis according to their KPA’s and KPI’s; and
Build and maintain long-term relationships with Service Providers to ensure improved quality of service to meet company objectives;

Finance:
Ensure compliance with internal financial controls  and
Tie strategic objectives of the department to annual and medium-term budget proposals.

Learning and growth:
Improve business processes through innovative recommendations as agreed to within specified time-frames; and
Ensure daily optimum utilisation and improvement of Human, Information and Organisational Capital in functional area to improve organisation’s utilisation of its human, information, and organisational resources.

Knowledge and records management:
Create an environment whereby information is disseminated to both internal and external stakeholders:
Scan and digitize organisational records and documents in filling room and direct scanning to M-Files;
Implement, administer and monitor the use of the M-Files EDMS;
Administer and ensure compliance with PAIA;
Make available relevant online databases and acquire other resources such as books and journal articles in support of research and development;
Build and maintain a relationship with all divisions to create a conducive working environment within key deadlines;
Liaise with external clients to ensure end-user satisfaction on an ongoing basis;
Manage subordinates on an ongoing basis according to their KPA’s and KPI’s;

Tie strategic objectives of the CMS to annual and medium-term budget proposals;

Ensure daily optimum utilisation and improvement of Human, Information and Organisational Capital in functional area to improve organisation’s utilisation of its human, information, and organisational resources.
